A study of juvenile justice in Illinois finds that a state law requiring juveniles accused of serious crimes to be charged as adults may be discriminatory. The study of hundreds of Cook County cases found 83-percent of juveniles charged as adults were black and 16-percent were Hispanic. It found removing them from the juvenile system makes it more likely that those convicted will commit violent crimes in the future.
