A state lawmaker from the metro-east area says there may be enough opposition to scuttle a bill expanding gambling in Illinois. Glen Carbon Republican Dwight Kay says the bill is unfair because it excludes Fairmount Park. The Casino Queen in East St. Louis and the city of East St. Louis lobbied to have Fairmount excluded because they claim it would create unfair competition. Kay says there may not be enough votes in the Illinois House to get the bill passed as is, and he said if it does pass, it may not survive a constitutional challenge.
